How does Congress make laws? (continued)

Even if a bill is approved by a majority of the Members of the House of Representatives, it still must be approved by the Members of the Senate AND by the president - not an easy process. The 113th Congress (2013-2015) considered 10,637 pieces of legislation. Of these, just 296 became laws - that's only about 3%!
