How does Congress make laws? (continued)

Even if a bill is approved by a majority of the Members of the House of Representatives, it still must be approved by the Members of the Senate AND by the president - not an easy process. The 114th Congress (2015-2017) considered 12,063 pieces of legislation. Of these, just 329 became laws and 708 were passed resolutions.
